It is inscribed by Dr. The research I have been able to assemble is as follows. Dr Wickham Legg was the attending physician for Lord Leopold in 1867.He served for 1 year. Lord Leopold is famously known for dying from a nose bleed after a fall down the stairs in 1884. 5 years after serving for the Queen, Dr. Legg wrote what is recognized as the first publication on Haemophilia, Treatise for Haemophilia.
